“Only state officials are allowed to set fires, while the common people aren’t allowed to light lamps” (只許州官放火，不許百姓點燈) is a famous idiom for hypocrisy or having a double standard. Ye Ran is definitely calling Chi Yuheng out!
And Shen Xie is “shipping” (嗑 – kē) them! “Kē” literally means to crack (like a seed), but in fandom culture, it means to obsess over or “ship” a couple.
